Smart Tag 2 says it belongs to someone else

I've just purchased a Smart Tag 2 from an auction site, when trying to activate it  it says it belongs to someone else. Can anyone help with this issue.

They normally need to be removed from the previous owners account before setting up again for a new user sorry about this.
