Why has this appeared, "Network Companion", and why does it require specific permissions

I have done some research, but want a layman's answer....... Why did this app show up, and why does it have the permissions it does??

It's like an upside down wifi

From what I can find it's a dish wireless system app. So any phone companies owned by them like boost would likely have this app
