I think its a Samsung issue. I don't think its a coincidence that it started happening at the same time as when I updated the software on the device. Its also odd because it doesn't happen to every tab in chrome.
I'm not %100 tbh, but I have updated the apps effected multiple times and am still having the same issue today.

TabletsI have solved the problem so far by removing the Android WebView update, now my scrolling works as it should.
