I'll be happy to help with this. You can personalize your device by setting your own wallpaper. Your device should include a selection of wallpapers, or you can use one of the photos or videos you've taken or downloaded. On some devices, you can even choose to set a wallpaper that changes each time you use your device.

Set a new wallpaper from the home

1. Tap and hold any empty space on the home screen.
2. Tap "Wallpapers"
3. Tap "My wallpapers" or "Gallery". You can also tap "Explore more wallpapers" to choose from a wider selection of wallpapers. "Download a new wallpaper".
Select My wallpaper, Gallery or Explore more wallpapers
If you have selected "My wallpapers", tap your preferred wallpaper. If you have selected "Gallery", tap the image(s) or video(s) that you would like to set as your wallpaper, then tap "Done".

Select image to set as wallpaper
4. Choose whether you want to set the image as the wallpaper for your "Home screen", "Lock screen" or both your "Home and lock screen".
Please note: If you have selected more than one image, you will only have the option to select "Set on Lock screen".

Choose to set image as Home Screen, Lock Screen or both
5. You will now be shown a preview of your wallpaper which you can adjust before saving. Pinch in and out to zoom or drag the image around to change its position.
6. Tap "Set on Home screen" "Set on Lock screen" or "Set on Home and Lock screens" to save new wallpaper.

Set a new wallpaper from the Gallery
1. Open the Gallery app.
2. Select the image or video you would like to set as the wallpaper. If you choose to set a video as your wallpaper, up to 15 seconds of the video will play as your background.
3. Tap the More options icon.
4. Tap "Set as wallpaper".
5. Choose whether you want to set the image as the wallpaper for your "Home screen", "Lock screen" or both your "Home and lock screen".
Choose to set image as Home Screen, Lock Screen or both
6. You will now be shown an example of how it will look. You can now adjust the wallpaper. Pinch in and out to zoom or drag the image around to change its position.
7. Tap "Set on Home screen" or "Set on Lock screen" or "Set on Home and Lock screens" to save new wallpaper.

If this does not help I recommend performing a factory reset of the device then retrying the previous steps.

Perform a factory data reset on your Galaxy tablet
If you have multiple users on your tablet, you must be signed in to the main account.
From Settings, search for and select Factory data reset.
Tap Factory data reset one more time and then review the information.
When you're ready, tap Reset. ...
Finally, tap Delete all.
