I am very sorry to hear the clearing of the Camera app's cache and data did not help. If your phone or tablet is misbehaving, it's possible that a third-party app is causing the issue. To figure out what app is acting funny, you can use the Safe mode feature. In Safe mode, your device won't run any third-party apps. This allows you to easily identify and remove the app that may be causing the problem: https://www.samsung.com/us/support/answer/ANS00062983/

If the behavior persists under Safe Mode, it may be time to try a factory reset. Make sure to back up absolutely everything you want to not lose permanently, and follow this guide carefully: https://www.samsung.com/us/support/answer/ANS00062029/

Lastly, if even the factory reset doesn't help let you access the settings page correctly, you can send an error report through the Members app. This guide has the steps to do so: https://www.samsung.com/ae/support/mobile-devices/raising-an-error-report-via-samsung-members-app/
