Can the S-Pen be used for other Android phones

No the spen can only be used on the ultra model of the S line that it came with

Yes BUT it will only function as a pen and I doubt even the eraser function will work, and that phone must have a digitizer layer. The s-pen writing tech does not require an active connection, but if the phone doesn't have a digitizer layer (almost no phone has one) then the pen won't work on it. So technically yes, but in practice, no.

  @TipsyTrex  No it can’t be the s-pen will only work on the device it came with you can’t take a s-pen from a S25U or any other device and use it on another device it won’t do anything as the screen won’t detect the pen if the person wants to use a pen then they have to buy a normal stylus with a rubber tip.

Unfortunately no it is Galaxy S and sometimes Galaxy Z series specific also generally they can be used on Galaxy Tabs. Most Android devices do not have the relevant digitizer that is special to the s pen. And are only capacitive
