Galaxy A13 home screen apps, can't re-add after removing?

I removed the home screen (quick apps, same on all home screen pages at the bottom.) Chrome app intending to replace it with Google search instead. I can't add the search widget, but now I also can't get Chrome added back on. Is there a way to get it back?

Check if your home screen layout is locked. Go to Settings > Home Screen > Lock Home Screen Layout and have this turned off.
