Because Link to Windows allows you to control functions on your phone remotely and it needs admin access to do that.

A Series & Other MobileActually, on your device, it's turned off as an administrator. It's listed in that section because it's capable of being an administrator and you can enable the device administrator permission should you need to. Most of the time it works just fine without the permission being turned on.
