Is there a way to format a micro SD card as internal storage ?

I don't think that would be possible you can for example set the SD card to store photos or music instead of phone storage

When I had my Samsung Behold 2, you could transfer your apps to the sdcard, I miss those days

It has not been possible for at least 4 years.

To format a micro SD card as internal storage, insert the card, go to Settings, then Device care or Storage. Select the SD card and choose "Format as internal" or "Format as device storage." Confirm your choice and follow the prompts. This will erase all data on the card, encrypt it for use only with the current device, and integrate it with your internal storage, although performance may vary.

Yup, just as I indicated, your S9 is over 6 years old and this is no longer an option.
