Can you get NFC on a phone that doesn't have it already or is there a loop hole out there so can use tap to pay

Unless you modify the phone I don't think so
NFC needs a chip in the phone

The only way around it if your phone does not come with it is to buy a smartwatch and use tap to pay on there
