I removed the SIM card out of it it is working fine with Wi-Fi and it seems to be faster, it looks like the phone was trying to connect to the network. ???

Since your Galaxy A13 5G is now a Wi-Fi-only device, there are a few things you can try to improve its performance:

1. Remove Unnecessary Apps: Go through the apps on your device and uninstall any that you don't need. Carrier-provided devices often come with pre-installed apps that you might not be using. You can also disable MetroPCS apps to free up resources.

2. Clear Cache Partition: This can help speed things up. Turn off your phone, then press and hold the Volume Up and Power buttons until the Samsung logo appears. Use the Volume Down button to highlight "Wipe cache partition," then press Power to select it.

3. Limit Background Processes: Go to Settings > Developer options (enable Developer options by tapping Build number seven times under Settings > About phone if you haven’t already), and reduce the background process limit to 3 or fewer. This keeps the phone from bogging down with too many background apps.

4. Disable Animations: In Developer options, set Window animation scale, Transition animation scale, and Animator duration scale to 0.5x or turn them off completely. This can make your phone feel snappier.

5. Factory Reset: If performance is still poor, a factory reset may help. Just remember that this will erase all data, so back up anything important first. You can reset the device through Settings > General Management > Reset > Factory data reset.

6. Update Software: Check if there are any software updates available in Settings > Software update. Sometimes, updates can optimize performance.

What I did when I had this issue a couple of years ago was that I deleted the junk files to almost all the apps. It's tedious as there's no clean all junk files for all apps, but It can help. Also you can try and limit the apps running in the background by going into developer mode and clicking background limit
