Galaxy4 laptop stuck on Microsoft page

Just got the laptop, did all the startup stuff and now I have a Microsoft page that is there and I can't do anything at all. Some online sites didn't help.

It's like a page with Microsoft symbols/icons but nothing happens. My little arrow moves around but nothing does anything.

Box it back up and go get another one. Freezing out the box says there's a problem.

Hello @Irshdude! Thank you for reaching out! I would recommend try a restart on the laptop to see if this still occurs. Also, so that I may look into this more could you provide a picture of what's going on?
