Is software update 14.0 just a security update

You should be able to see what's in the update on the install page. If it only says security and bug fixes than it's just the monthly security patch.

Yes, all the updates have an info panel with the short version of what's included, along with a link to the full outline of changes/fixes.

Software update questions are better asked of the service provider, as they are who pushes the updates to the phones. You can also view the information regarding the updates on their websites.
