I bought galaxy Note 10 plus second hand from someone offline but I can't seem to get thesamsung pass app to work, I get an error code stating that my note 10 plus has been rooted. What does this mean and how can I fix the problem so I can view my passwords that are saved on samsung pass?

This means that a custom firmware has been installed. You will have to flash the original firmware back onto the device using Odin (Samsung official flashing software), but this will not restore your ability to use secure apps that require Knox authentication. The person who sold you this Note 10 should have informed you it was rooted prior to selling it. I would seriously consider returning the phone, if possible.

Yeah they didn't inform me at all and now I can't get a hold of them. Is there any benefits to having a rooted device? Or is it unsafe to use? How would I know what kind of firmware the person installed on the device?

It could potentially be extremely unsafe to use. People root their devices to gain access to certain features and settings which are normally blocked or unavailable. I personally don't have a ton of experience with rooted devices. If you can't get in touch with the seller, I would call it a loss. I also recommend upgrading to a newer device that is still receiving OS upgrades and security patches. Maybe the S22 Ultra?

The previous owner voided the warrenty and tripped the Knox security alert by rooting the phone. As far as I know you can't restore Knox once it's been tripped. Essentially, you bought a phone who's security has been disabled and there's no way to restore it once it's gone, and so secure apps like Samsung pass or any payment system will not work on the phone.

Well that's lame, could I still login to my samsung account from my old device (thats not rooted) even though I'm already logged in on the rooted noted 10?
