Iāve tried that option several times. When you reboot, it always asks for a prior Gmail account and password which I do not have. So it will not let me go any further in the set up as a new phone.

Did you buy a used phone that was improperly cleared? Meaning the previous owner forgot to sign it out of their Google account. The only way out of this would be to contact the previous owner (if known) or return the phone to where you purchased it.
