Do you mean a little white message bubble like the one at the bottom of the screenshot on the left?
This is a Samsung feature called "Talk to Bixby without wake-up". It allows you to command Bixby to answer the phone, snooze alarms, etc without having to say the wake phrase first. This can be convenient if you can't touch the phone for some reason, like if you have food on your hands and don't want to get it on your phone.
If you want to turn it off, go to Settings > Advanced features > Bixby > Talk to Bixby without wake-up. You should see a screen like the one on the right and you can toggle the feature off from there.
