Bixby turns itself on and makes changes to the time and date settings

How do you know Bixby is the culprit? Does it make an announcement?

To fix the issue tech support has you disabled the application. Update turns it back on time zone immediately changes

Do you have automatic time zone turned on? You might want to see what happens if you slide it off.

Are you using a VPN connected to a server in a different time zone? Have you tried clearing the phone's cache partition? It is my understanding that Bixby does nothing on its own, enabled or disabled.

I actually think it's the phone itself that turns it back on. I have this issue sometimes when I travel. I usually turn off all time automation in favor of manually setting time and time zone since I cruise and need to stay on ship time. I sometimes notice that the automation gets turned back on between debarking and embarking, especially if I take my phone out of airplane mode. But I'm quite sure it's not Bixby doing it.

You act like this post wasn't a result of me already trying every possible solution. Tech support recommended I start a class action lawsuit.

Truly, I don't know what you may or may not have already done. I fail to see, then, what you hope to accomplish by posting here. I sincerely doubt a Samsung technician told you to start a class action lawsuit, unless it was meant as a facetious "so sue us".
