If I store my credit card information in my Samsung pass, could I use to pay with my phone at stores?

Samsung pass would auto fill your cc information if you are buying something in the browser. It's similar to how it would auto fill and enter passwords for you if you saved those as well.
Samsung Pay and Google Pay is entirely different and separate from Samsung Pass

Yes. Not all of them have the scanner to do it but you can just hold your phone over the sensor and pay with your phone

The issue is because the MST hardware does not exist on the S21 series and newer

Previous phones had MST.

Pay terminals either respond to NFC or MST. 70-80% of pay terminals only respond to MST.

That means you only have a 20-30% chance your phone will work at a pay terminal. As a rule, newer modern stores are using NFC , but well established stores only respond to MST.
