My S21 Ultra is still running UI 5.0? Why can't I update?

Unfortunately yes.

You can try to force an update using Smart Switch and a computer.  You will need a computer having at least a USB 2.0 port, a USB-C cable, and the computer version of smart switch.   Factory resetting your phone will, as you asked, completely wipe your phone.  However, you can restore your backup and everything will be as before, only it may clear out whatever was blocking the update. After a reset, any updates should come down.  Are you only missing the Android update, or are you also not getting the monthly security updates?

I just traded my Verizon S21+ for an S24+, but I was on Android 14, and security update 53 (September 1 Update). Go into your settings - Biometrics & Security - and try to manually update both.
