I am unable to update Google play through settings . (Google play store system update) About phone-> software information-> Google play system update

Is there a fix?

Sorry to hear that. I'm out of ideas. Usually a factory reset would clear anything that was blocking an update from installing. Since that didn't work and Google couldn't figure out, the only thing I can suggest is leave it alone, unless it affecting something whereby you need the Play services to be updated. I don't know if things can be installed in safe mode, but you can try putting the phone in safe mode and trying to do the update. Or try the factory reset again, and try updating the play services *before* you restore your backup. After that, I'm afraid I'm out of ideas.

@Mathmatically Just to be clear, this is not the "Google Play store" as mentioned in the title of your post. 

The "Google Play system update" is something completely different.

Although all I try, no matter how hard I try to fix this pre-existing issue, it still does not work. I've looked online and all sources, and still no fix.

Have you, in fact, tried a factory reset? Resetting may clear this up. You can restore your backup. (First, make sure you have a current backup.)

Oddly, it has not fixed this issue. It may be a carrior issue or something like that.

I guess your next step would be to contact yor carrier (and/or Google support). However, it does not appear to be a widespread problem, judging by the resonses (or lack therof) here, so it may be a problem with your phone or network configuration. Are you trying to update over wi-fi or mobile data? The current version on my phone has a date of October 1.
