You can do this in Google Messages now.
It sounds like you are using Samsung Messages when doesn't support reactions on SMS messages (Google was able to backdoor this for SMS)
For you to use reactions you need to message someone who has RCS enabled as that is a rich communication feature like read receipts and typing indicators
