Sorry, unfortunately, Russian will not be compatible with the US Galaxy S23, S24, and Tab S9+ 5G. However, you can get a Wi-Fi Tab S9 series device and get ALL of the new language packs that will be compatible.

Only the Wi-Fi Galaxy Tab S9 series supports all those new languages. Your S24 is incompatible with most of the upcoming languages, not even compatible with Russian.

What's the problem? Why doesn’t this unfinished monster have the Russian language like a regular Android? I'm not going to buy anything else that would be Russian. I want, like on the European version or like on other versions for C24 Ultra, the Russian language. Please tell me where I can complain so that this issue can be resolved?

The last time that new languages were added was back in 2017 with the Galaxy S8, adding Brazilian Portuguese and Japanese. Since then, all cellular variants sold in the US have supported the following languages (1st screenshot):
• German
• English
• Spanish
• French
• Italian
• Portuguese
• Vietnamese
• Korean
• Chinese (Simplified, China mainland)
• Chinese (Traditional, Taiwan)
• Chinese (Traditional, Hong Kong)
• Japanese

It is highly unlikely that Russian will be added to North American variants. You can instead get a Wi-Fi-only Tab S9 and still get Russian (2nd screenshot, highlighted in blue on the right).
