New S25 Ultra - Notifications not working

Howdy!

Received my new S25 Ultra yesterday, set it up via SmartSwitch. Everything transferred correctly but none of my notifications are working. 
 
Zero.
 
I have gone though forum postings that other people have posted looking for solutions and most of those has been DND or a routine turned on blocking notifications. 
 
Things I've checked:
 
  • Do Not Disturb is TURNED OFF.
  • No Modes or Routines are running (there aren't any setup).
  • Sound is on.
  • Vibrate is on.
  • No icons or app badges show up on the top.
  • The apps that I am testing with I have confirmed that notifications are turned on.
  • All the options are selected for the notification options (Lock Screen, App icon badge, Notification pop-up).
  • This happens if the phone is sleeping or awake.
  • My old phone is still using Wi-Fi and notifications work fine on that one (other than messages and phone cause that's tied to the SIM). Turning off the old phone and waiting a few minutes and trying on the new phone, same thing happens.
  • If I open the offending app, I can see the unread messages.
Other than wiping the phone, skipping the SmartSwitch and starting from scratch, I am not sure how to move forward.

That's what I am going to do... Full reset and don't restore from backup.

Factory reset did not resolve the issue.

I did not restore any data to the device, just a generic setup with default options. I received a bunch of emails from Google confirming that I signed and what not, the Gmail app did not send me a single notification that I had new emails (8 in total). Checked the notification settings, it's turned on, checked the categories, they're all turned on, checked in the app for specific notifications for the specific email accounts, it's set to all.

Question, did you do the full data transfer before or after your cell provider made your phone active on its network?

Activation first then restore.

Not saying that is the issue. I don't have that issue and all is good, but I also did my data transfer before getting my network carrier activated. It would be interesting to see how many did this or if your issue is an anomaly.

If you have not tried yet, go to settings/general management/reset/ then reset mobile network settings and see if it helps.

I've never had issues in the past with restoring before an activation, I'm mostly using WiFi, so it would bypass the mobile data.

I did a full factory reset, did not restore any data and notifications are still not working. I opened up Gmail to check, and had 4 emails, no beeps, vibrations, badges or anything.

Try resetting the network only. If still not functioning, call your carrier.

Shouldn't a factory reset clear those settings?

And I don't understand how my carrier would be involved in this. The device is connected to Wi-Fi as well as cellular. My other phone, that doesn't have a SIM card or eSIM, is ONLY connected to Wi-Fi, and those notifications are just fine. In fact, if I shut off Wi-Fi, wait about an hour and turn it back on, it receives all the notifications that it would have received when it was on, because it's working like it should have been.

I am only suggesting since it seems other options are exhausted (AFAIK, other may know more) . From my end, I had to have a wifi connection for the obvious reason that I did my number transfer to my S25 ultra over the net. Your carrier is specific to messaging and relates to notifications. If you are out and about, have no access to wifi but have data connection, those notifications would come over the network too, or they should.
