Whatsapp is aware of the issue and is working on a solution. Please submit feedback directly to Whatsapp. WhatsApp> Select the upper right corner (option)> Settings> Help> Help Center> Contact Us> Type a description of the problem

Yes!!!!!!!! It was completely wiped out. Have to start over on WhatsApp. Good thing I didn't use it often. That was the only app that wouldn't transfer.
IME on the old phone you must go into WhatsApp -> Settings -> Chats and do a Chat backup. Then when you log into WhatsApp on the new phone it will grab that backup and restore your messages.
1. When it stuck at 99% restore, immediately restart the S25 Ultra. And you will have all your previous chats from the backups. Now what you have to do is manually copy your Media from your old phone (step 2)
2. The easiest way to copy your Media files is to use a USB drive. Use My files app on yourold device and copy rhe following:
Copy that folder from your old phone to your USB drive and then use it replace the S25 Ultra's Internal Storage/Android/media/com.whatsapp/WhatsApp/Media folder.
