Set up my S25U and made a mistake with how I wanted my apps loaded, so decided to do a factory reset before I put anything on it. After that reset, Samsung cloud completely disappeared from my phone.
It's not available as an app and disappears if I search in the galaxy store. It's not in the UI. I can still make temporary backups through smart switch. I can see Samsung account services in the app list but it is not in the manage backups section.
Also, if I make a shortcut with nova launcher I can access Samsung restore and then cloud and backup/restore from there. So I know it's running but it's NOT in any menu. Also, a bunch of my Samsung base apps never installed and were just greyed out until I reset enough times and they came back. But after maybe 10 times I have not been able to get cloud back. I'm on a Verizon SIM but I bought the phone unlocked directly from Samsung.

As an experiment, you could remove the Verizon SIM and then do a factory reset.

Do you have Verizon firmware on the phone?

Try opening settings, click on your Name/Samsung Account. Scroll down and you should see Samsung Cloud under Apps and features. Open Samsung Cloud and click the 3 dots in the upper right corner. Then Settings. Then enable Show Samsung Cloud on Apps Screen.
Hopefully that will do it.

Hi, I had the same exact problem. I discovered the solution after some troubleshooting. I found out that it was the verizon sim card auto system configuration that cause the Samsung Cloud app to disappear.
In order to get the samsung cloud to reappear in your phone setting, you will need to have an additional sim card from a different network provider to insert into the sim slot. the sim card doesn't need to be active. follow the steps I have outlined here.
1. while your phone is turned on, remove your verizon sim card. insert the sim from the other network provider.
This will cause the sim you inserted to change system configuration and ask to restart the phone. let it restart phone and wait.
2. when the phone restarts, go to your phone settings menu, then go to connections, and then more connection settings. look for the auto update system configurations option and turn it off.
3. remove the sim you inserted temporarily and reinstall your verizon simcard.
4. Finally, go to your samsung account at the top of your phone settings. you should now see Samsung Cloud under apps and features.
Important things to remember, you should never factory reset your phone while a verizon sim card is inserted or else it will cause the issue you mentioned earlier.
always remove your sim before factory resetting, then wait until you set up your phone using a wifi network.
also turn off the auto system configurations mentioned above before reinserting your sim card.

The sim card i temporarily inserted in the phone was a non active T-mobile sim card. but it really doesn't matter if the sim card was active or not.
