How do you set up continuous HR monitoring to get notified when hitting your top limits?

I'm looking at the galaxy watch 7, but I can't quite figure out if it has the function in looking for. 

I'm looking to monitor my heart rate continuously to avoid getting being a certain limit. I want to have an alarm for when it goes passed like 110bpm for example. But I want it all of the time, not just when I'm exercising or inactive. Is this possible and would it kill the battery too quickly?
