If l disable Touch screen to Wake Up, then when the screen times out it dims rather than going off completely. Is that by design as l presume it will use more battery if the screen is only dimmed not turned off.

The screen dimming is a function of the Always on Display setting. If you prefer for the screen to completely turn off, you will need to turn off the Always on Display feature.
