Why is Watch 5 and Watch 4 incompatible with Samsung Wallet?

I cannot add my student ID on my Watch 5 Pro, which I find ludicrous. Samsung wallet seems to be a mostly software feature, and on the Watch 5 Pro we get Samsung Pay (which doesn't allow Student ID) we only are allowed payment cards. 

Why won't Samsung add Samsung Wallet instead of Samsung Pay? Hardware issue?

can you just take a picture and have it in your gallery, and then transfer the picture to your watch?
