However, the temperature swings between 34.7F and 41.5F about every 50-60 minutes like a saw tooth. The panel always shows 37F. This happens throughout the day and night when nobody is opening the refrigerator doors.

Depending on the temperature probe and where it is located it can and will show temps fluctuating as some areas can be cooler/warmer than others depending on the location.
