Hello Rouse912 and Welcome to our Samsung Community. The issue you're describing likely is caused by trapped air in the water line. When the refrigerator was installed did you purge the water line?
To purge air from the water line, hold down the dispenser lever and attempt to dispense water for 5 minutes. As the water begins to dispense, continue until all sputtering stops and the stream is steady (which may take up to 2-3 gallons).
