How do I put this TV in pairing mode with Alexa Echo Dot?

You will need to set up a skill in the Alexa app to control the television.

I tried to do that but Alexa could not find device (TV). Said it had to be paid first.

You will need to set up the TV in the Samsung SmartThings app, then enable the SmartThings skill in your Alexa app. There is an srticle at the following link with additional information.  https://www.samsung.com/us/support/answer/ANS00087622/
