I no longer have a samsung device, I'm giving it to my kid. How do I set her up with her own samsung account when I don't have my own samsung device??

@Briar95 The exact same way you would create your own Samsung account. Your kid must be 13 years old or older to have a Samsung account.

She's under 13, which is why I need to control the account and have it associated with my account. There is a way to do it if I have a samsung device but I am looking for a way to accomplish this without a samsung device.

That solution unfortunately doesn't fit because I don't have a samsung device.

You don't need a Samsung device to have a Samsung account. I had one way before I ever had a Samsung device (i don't remember why). So, unless you deleted your own Samsung account, it still exists and you can, presumably, control your kid's account from within that.  The device still belongs to you, whether you give it to your kid or not, unless you de-registered it from your account.
