Thats not Samsung. The carriers could allow it if they wanted to. But At&t and Verizon for example, don't allow it

I have a friend on Verizon that's running the beta now and it's working fine

Yes but they either have an unlocked device, or they sideloaded the beta. Locked Verizon devices can't get it via OTA
