Can recent Samsung Android connect to wifi that has no internet?

I have newwr and older Samsung tablets and phones. The 5 year old devices are happy connected to a wifi that has no internet connection. The newer ones will not stay connected to that same wifi network. I have custome apps that connect to other devices on that network to control those devices. How do I get the recent (Tab S9 and S22 Ultra phone) to stay on that network?

See a few other posts with same issue could be network issue

@SCGolferJohn Yes they can connect to Wifi which has no internet connection. Do it every time I fly on a carrier which offers in flight entertainment via Wifi. 

[Edit] One thing that I have noticed is that if your Private DNS setting is set to "Private DNS Provider hostname", the device won't be able to use that Wifi. This can be resolved by changing it to "Off" or "Automatic".

the Private Domain Server was set to automatic, I changed it to off but still get the same disconect. It connects 3 times in pretty rapid succession. The first connection it quickly pops up the window to tell me there is no internet and ask for connect allways, connect this time, or disconnect. But it is just a quick flash and then it disconnects without waiting for a response
