Is it normal for pre-soak to not fill enough to cover the items?

I chose the presoak option and it did not fill all the way to cover the items, but it was washing. It's that normal?

Think of the pre-soak as a 'light misting' it's not meant to completely soak the towels, just to get them slightly damp so the detergent can work better later on.
If you're worried about your towels not getting clean, check your washer's manual for the recommended water level setting for a regular wash. Modern washers are designed to use efficient water levels, so a pre-soak cycle often only uses a small amount of water, just enough to dampen the towels.

Thanks for the info! I went from the front load that didn't have a presoak. I guess I was thinking of the old days when the water covered the clothes and they say there until you started it washing lol

Yes, indeed, LOL , presoak was leaving the lid up for a time before washing... My mom has a whirlpool washer, and she still pre-soaks with the lid up, but it's still a phenomenal washing machine. I purchased a dishwasher for her, but she's convinced it doesn't clean properly. In her words, "energy efficient , no more like inefficient" ... 😂
