Washer temperature not hot on hot cycle

We have a Samsung top-loading washer (Model WA45T3400AW) for some months now (with its companion dryer).  We noticed that using the "Hot" water cycle setting, the water was tepid. Our H/C input lines are new and fully working. The hot water line puts out 130 deg F water. Testing the water inside the tank, once full and turning a bit to mix is about 85 deg F.  A considerable difference and not at all like our previous washer!  In monitoring the fill cycle, I noticed that the first fill is actually COLD, followed by a longer HOT, then back to either a COLD or a HOT/COLD mix from the input lines.  Thinking this was a programming error, I called Support and was told that this is how the HOT cycle works.  This may or may not be true but it is unacceptable.  HOT should mean hot, not tepid warm.  This means the WARM cycle is likely even less.  The measurements above are after I purposely ran the hot water in the adjacent sink to make sure there was no lag time in the hot water line filling the washer.  I would like to know what is actually going on here as the support answer, if true makes this long-time Samsung customer considering returning everything. And disappointed ...

I've also done some research on your particular model and it appears that your model has what's called the ATC or Auto Temperature Control. This is based on the cycle that is chosen and the washer itself will use what it deems as the correct temperature water. If the troubleshooting steps don't help, then I recommend having a technician check the washer out. The fact that the "Hot" water cycle is not heating the water to the desired temperature is certainly a cause for concern.

While it's possible that the support representative was correct in stating that this is how the HOT cycle works, it doesn't seem like a very effective or efficient way to heat the water. It's also concerning that the WARM cycle is likely even less effective.
