Phone doesn't ring on the phone I am calling

When I call one person, the phone doesn't ring on his end.  If he sees i am calling, he can answer.  Why isn't his phone ringing?

Tell him to check his ring tone, my wife has that issue if she assigns a ring tone to the number and the file gets moved or deleted
