RCS Pop Up "high quality RCS Chats"?

Hey guys! 

I've recently been getting messages on my A15 5g's screen that seem to be like pop-up ads?

The pop up message itself is for 'high quality RCS Chats' but I can't determine if it's a Google ad or something else.

Has anyone else encountered this?

When you go to send/recieve messages rcs will pop up some times to send/receive your message by rcs, if an rcs message cannot be sent/received then you'll see the less secured protocol sms or mms. It's normal. Yes I have a A15 and seen the same thing.
