I see wifi calling in my permission manager and even though it has all permissions it does not show as a calling option. It is not an option in my calling menu.
Did you verify your carrier doesn't need this turned on via their plan. I have had issues as well if a sim or IMEI is not current on the plan it will have issues

Hi there! Usually with this issue, it is not your fault and it is on the carrier's end. Usually with TMobile and AT&T. If you know that this is not a carrier problem, please contact Samsung support.
