Fold 3 doesn't have outer screen edge panel

I'm just now noticing outer screen doesn't have edge panel. Is that due to update or its always been this way?

@Al2256 Edge panel is working on the outer screen on my Fold 3. 

In phone settings -> Display -> Edge panels -> Show on, make sure that it is set to "Main and cover screens".
