Does USB C work no matter which ever way you plug it in?

Hmmm, I thought USB C was  made to work no matter which way you plug it in.  I'm finding that no matter which cable I use, it only works 1 way Even the charger that came with my note 20, only charges one way. what's going on

C type port in any direction is a bit of a misnomer; "some" people were damaging their ports in older types by putting them in backwards. So the c type was designed to allow free access either direction without damage, but the leads are still on only 1side

This is completely wrong.

A proper USB C cable has connections on both sides of the connector.

That is right, both sides have to work , @Cyberwasp if your connector work in only one side , you have one side with the pins damaged.
