Is it best to get him his own samsung account or set it up with my account? He's 9, so I want to be able to monitor it.

Set up his own account. If he is logged in on your account, he'll have access to everything within it.

You can download an app to monitor.

Also, through the digital wellbeing app, you can set his phone up to restrict the time limit on certain apps.
