Phone restarting after loading to 25%

We did the new update that samsung released but after it restart. It was loading but only got to 25% on the one ui atfer that it shut off then go back to it loading. I called samsung but I guess it the first time. They heard about this. I took it to a repair store but they couldn't fix it. I try soft reset. I try entering to safe mode. But one thing I noticed was that I can't enter where I could do a factory reset

 
Does anyone have the same problem or I need help fixing it
