I just got the s23 and I set the screen time out to 15 seconds but it won't shutt off on its own no matter what I change it to anyone know how to correct it.

Hello, Welcome to the Community. We understand how frustrating it can be when your phone screen will not time out. It is possible there may be an app running in the background.

Try placing your phone in Safe Mode and see if the screen timeout works correctly. https://www.samsung.com/us/support/answer/ANS00062983/ If the screen times out in Safe Mode, you will need to determine which app is causing the issue. We recommend starting with the most recently installed apps.

If the phone does not time out in Safe Mode, the next step is to clear the cache partition and repair apps in the recovery menu. 

To get to recovery mode: 
- Turn off phone
- Once off, hold down volume up and power buttons simultaneously 
- When Samsung logo appears, release power button BUT KEEP HOLDING VOLUME UP until the recovery menu appears
- Use volume buttons to navigate down to clear cache (NOT CLEAR DATA/ FACTORY RESET) 
- Use power button to select. 
- Run the repair apps option and your device will restart.

If the screen time out is still not working as expected, we recommend having the phone evaluated by an authorized service center. Do you have "keep screen on while viewing" turned on? (Settings >> Advanced features >> Motions and gestures)

No doesn't matter if it's plugged in, if I hit the power button and it open the lock screen the lock screen will stay on and never turn off and same with home screen

I asked you that because if the screen only stays on during charging your phone, it could be that you have "stay awake" turned on in Developer option.

If not, try to wipe cache partition.
