Turning on flash before taking a picture

Is there a way to turn on the flash and keep it on while taking pictures?

I understand you can take a photo with flash on and it'll fire when the picture is being taken but is there a way to turn the flash on first and have it on similar to video then take pictures?

Unfortunately there isn't a way to turn on the flash before taking a photo. It only functions as you described it before, the flash being activated while the photo is in the process of being captured.
