Hello, welcome to the Community, and thanks for reaching out I can certainly understand how frustrating it is for auto-rotate to not function properly. First, make sure it is turned on by dragging down the Notification shade from the top of your phone, and tapping the Auto rotate button until it is highlighted. If it it still does not rotate after this, there are other steps to take.

The next thing to try is Safe mode, to see if a third-party application is interfering with this function of the device. You can utilize this guide here: https://www.samsung.com/us/support/answer/ANS00062983/
If the rotation occurs in Safe ode, then uninstall third-party applications until rotations does occur again, and the device behaves normally.

Lastly, you can try a factory reset. Make sure to back up everything you can prior to this (using this guide: https://www.samsung.com/us/support/answer/ANS00060517/), then perform a factory reset, which will restore your device to like brand new, out of the box: https://www.samsung.com/us/support/answer/ANS00062029/

If the troubleshooting is not helpful, send an error report via Samsung Members app: https://www.samsung.com/ae/support/mobile-devices/raising-an-error-report-via-samsung-members-app/
