My s3 watch went bad right after an update. 2 months after, it was paid off. The battery used to last 2 or 3 days and only 6 hours after the update. I replaced the battery with a new one, and nothing has changed. Is this another ploy to get people to purchase new. It won't work. Why would I pay that much for a wearable that they control how long it will function. Remember how much money that little trick cost apple. šŸ¤¬šŸ˜”

Both of these apps typically consume around 0.5% battery per hour while running in the background. Are you experiencing something different?

Is it that app that is causing your battery drain?  As @VerbumVeritum says, it consumes less that .5% of battery power - look at the usage stats for that app.  It is necessary if you use the health features of the watch.  You can do a diagnostic on the watch battery (members app/support/diagnostics/watch diagnostics) to see if your battery is failing.  Which watch are you using? The watch 4 batteries are starting to age - if you connected and older watch to one of the newer phones, it takes more energy to sync and use certain features because of the way the newer phones operate. So, even if the diagnostics show your battery is still "good", it may not be that particular background app that is causing the drain.  You can put the watch in power saving mode which will turn off and limit some features, but the health app will always still be running in the background. You can also put it in watch only mode, which will turn off all the sensors and networks and only be a watch.  I assume you bought the watch, in part, for the health tracking features, so I don't know why you want to turn this app off.  If you are seeing that the app is using more than .5% of the battery usage, then something is amiss.  You should try emptying the watch's cache partition. For optimal performance, just like the phones, the watch needs to be restarted periodically.
