Galaxy Watch Stuck on Rebooting Screen

As many others have apparently experienced my Galaxy Watch 46MM is stuck on the screen that says "Galaxy Watch Rebooting" Screen, which flashes about every 5 seconds. Absolutely nothing I do will get it to turn off or reset. I've tried holding down both buttons, one button at a time, every step that support recommends, but nothing works. I put it on the charger, tried the same on there. It is completely stuck on this screen. If it dies, as soon as I put it on the charger this same thing Galaxy Watch Rebooting comes right back. 

I think it's the stupid Samsung Pay App that caused this. Because for a couple days before this a prompt to set up Samsung Pay, kept showing up on the screen randomly throughout the day and then this happens. I did not get it wet.

Have you checked the GEAR app for Samsung wearables for an error message on this matter?
