Kitchen and Family HubI have RF261BEAESR model fridge which is showing 23 E error code. Power freeze, power cool reset didn't help. I replaced the fan in the back near compressor which was the online fix suggested but that did not help too. Check the circuit board in the back for error lights - the red light is steadily on, no blinking. This means the circuit is normal, again from online sources. What else could I try next? The compressor seems to kick on once plugged back in but the fan beside it doesn't start. Any relay issues?

Kitchen and Family HubJust because the compressor kicks in does not mean it is cooling. You need to contact Samsung Service for service estimate. If your refrigerator is less than 10 years old, the compressor would be under warranty (just the part, not the service).

Kitchen and Family HubDoes the fan kick in after the compressor starts? I do hear the compressor starting but as you said it might not be cooling. Also to note, I hear a second click sound around 30 seconds after the first one on powering on. Not sure these are related.
I did reach out to Samsung tech service and am awaiting a reply.

If I had to guess, I would think the fan circulates pretty much constantly, as when the compressor is off, the cool air would need to move around. My refrigerator is so quiet, I don't hear any of the workings, even when sitting right next to it. Have you tried moving the refrigerator and vacuuming the coils?

Kitchen and Family HubI have vacuumed the hole compressor coil area dust free when changing the fan. I don't think that's the reason..but we never know.
One thing I observed that there's a white color plastic pipe in between the fan and coils which came loose. There's another one to the other side of the coils too. The one in between the fan and coils came loose and I put it back in. Could that be causing any? Pic attached. And my coils are not as dusty as the ones in the pic
