SAMSUNG refrigerator freezer reading 0 but not freezing

I thought my freezer compartment had an evaporator fan issue which is probably incorrect.  I noticed a fine line of ice crystals always on top of inside freezer evaporator? coils . Do you think this may due to thermostat in freezer? Temp on control panel is showing 0 but not freezing. Refrigerator portion is working correctly

It sounds like a bad temperature thermostat in the freezer. easy to change and not very expensive if your warranty is expired? if not it will be a warranty issue
